This will be an ongoing and more rampant theft if they don't pass some laws to control or curtail it. Recycling shops are being used like pawn shops to hock stolen goods and property. Perhaps recycling plants open to public use should be treated like a pawn shop with special regulations on buying recycled materials from the public. A person going to these places to sell precious metals, including copper, should be limited on how much they can sell and/or buy. A person coming in with many catalitic convertors is obviously selling stolen property. Identity of seller should be required to attempt to sell these items and must be from a licensed muffler shop or repair shop. Make it harder to recycle metals of value and in large quantities.
