Stewart, Rocky Mountain Power is mandated by the state to obtain a certain amount of its power from renewable sources by a specific date. Money to do this comes mainly from the blue skies program. Renewable energy is much more expensive than the coal fired plants where most of our electricity comes from and given the choice RMP would just build more coal plants for all of its needs but for enviromental reasons that is not possible. And before anyone makes some stupid comment about me being a RMP employee, I am not, just someone who is informed about the public utilities.

This electricity is so expensive that I have no doubt that Rocky Mountain Power needs the rate increase.
