They won't really know if it's a bargain until the prices stop falling, which they have not.

Prices might be coming down, but the ability to purchase homes is still restricted by the lack of a strong credit market.
Prices in Northern California are still unreachable for most people. The "average" home price (or even condo price) is unreasonable for our average (even though they seem higher) wages.
Still a problem. And will be. There isn't much "snagging" here.
