Everything in life has expectancies. In business companies have expectations on earnings. If they miss expectations you hear about it, if they meet expectations and are right on then you hear about it and if they exceed expectations then things are even better.

Just because it is the church and you have a negative connotation about the church doesn't mean they can't share in there exceeding of how many they were expecting at church.

They even have it at sacrament. Each week the Teachers Quorum makes a judgement on how many people they feel will show up for sacrament. Each week in anticipation of exceeding expectations they bring a few extra just in case. If they miss expectation they just discard whatever is not needed.

Welcome to the world of goal setting. Sometimes you exceed them, you miss them and every once in a while your right on the mark.
