A known gang member with a history and he's back on the street, that's the problem with America!

Why was he released back on the streets? Also where is his name? I thought the crack reporters employed by the Deseret News could at least figure out that much. Pretty much every other news outlet did print his name. Is this a protect the public from knowing about crimes committed by certain groups policy?
